Rule of Thumb is if you leave the US, you’ll have to register with the Coast Guard and “flag” your vessel. I wouldn’t be surprised if the Bahamas, Canada, or Mexico allow state registrations due to proximity.

Keith, I know in the Med many of the US flagged vessels are actually owned by Israelis to avoid… issues.
